I thought I read somewhere that the IRS as an entity is s actually based out of Puerto Rico. If that's true, wouldn't they be a private foreign entity (that we're not required to pay)??
Is the IRS building in DC then considered a taxing entity for USA, Inc., since the 1871 Organic Act made DC an "island nation" within the continental US??

I believe that changed in 2019 when the IRS got taken over by the US treasury department, but don't quote me on that.
