They should improve their networks, and remain open to listening - with a captail L, to what peeps and pepes have to say. I's a basic operation that can be done with all sorts of walking, talking bodies.
The spooky and mobby stuff I can very much do without. It's just sociopaths using their skills for 'their country', supposedly, but they lose their ways in unpredictable patterns - they play double and triple games and know all the little ways. THAT stuff is not really intelligence gathering - it's intelligence creation.
