Everyone is the hero in their own story, and has their own motivations. Likewise most driven people want a legacy. If you see the subversion of a corrupt system as justice, you would perhaps want a record of your accomplishment and deeds to review, or for future acolytes to see how you helped "save" the county.
Oh they care! They just don't think they will be prosecuted! Nobody wants to go to prison---they think they are above the law but destroying documents is an admission of hiding a crime---hiding the documents away from prying eyes and FOIA is a safer way to avoid prison.

Destroying any of these documents is a Federal crime. It is not a crime to bury them DEEP in the Federal Archives!
