A good arrest strategy (they had time to plan this out) would include the possibility of the perp trying to flee. It should have been taken into consideration, since that's what most perps try to do. They didn't contain or control the arrest scene very well, IMHO. I still hold the ICE agents responsible for the older man's injuries.

Yes, they handled it stupidly. They allowed him to get in front of them in the elevator, rather than having him sandwiched in. This was a very poorly managed operation. Poor old man.
