I'm going with the idea that Biden was never the president, and "his" pardons merely serve as a directional marker for where to investigate.

This 100%. Those "pardons" are accusations. And since creating a bioweapon and releasing it world wide makes them guilty of war crimes far beyond US law, they're all fucked and can't even flee the US... except maybe to certain countries still complicit in war crimes
