I'm pretty sure what remains of Ukraine is pretty scarce in rare earth minerals. The most prolific mines are in territory recently captured by Russian forces. They still have a bunch of nickel, manganese and uranium.
Our biggest problem is the lack of refining capacity. Rare earth metal refining is extremely harsh on the environment, producing tons of toxic sludge filled with heavy metals. Not only does the US lack the refining capacity, but our environmental policies and love for our country make it very difficult to build out that capacity.
We outsource the environmentally destructive refining process, so that other countries poison their water table and we get cheap electronics and a nice lifestyle.
I hope rare earth minerals are part of the agreement.
