This is the guy who owned the Las Vegas hotel where the attack occurred in/from October 2017 (from what I understand). He also is the former largest shareholder of Twitter, apparently put into submission in November 2017. SA was formerly known as "Wonderland", and "Dopey" is likely a reference to some of this dude's drug and other murderous habits, and possibly his CIA codename.
