The whole concept of taxes based on what an individual can pay is illogical. Fees paid to the government should be proportional to services and resources used.
Sales tax is the best approach. No one can escape it or cheat it. Everyone pays the same tax %. Its an incentive to keep the city clean for tourism.
Taxing based in income is BS because a lot of people get paid differently. Its a base tax rate no matter what you get the same $ deducted. You cant cost it to anything. Its bascislly pissing money into the wind because that's how much some asshole calculated would be the "appropriate" amount to pay. It also decentivises wanting to get paid more. That's a real problem.
