Anyone know when it takes effect?
It's not law yet. The Senate has to pass it and then Trump will sign.

Don't be surprised if the Senators play stupid Senate games with the bill, add or remove stuff, and force it to go back to the House. Any changes require the House to re-vote.
Don't short sell the reconciliation process. That's the part of any new bill where they reconcile the differences between the House version and the Senate version by taking out anything that benefits We, The People.
OK, just read that it has to go back to the senate for a vote, so not yet law.
