President Trump realizes that he can't get the 60 votes necessary for an appropiations bill. But, it is possible to get the 50 votes for a continuing resolution. I think Ron Johnson is being a bit disingenuous. He just does not want to support the President.

Ron Johnson stated the last time he ran (which was one more term than he said he would serve when he was first elected) that he would not run again. He cannot be primaried; he is one of the only ones in the senate that hasn’t been bought, so he’s voting his conscience. What is wrong with the bill that he doesn’t like should be paid attention to—maybe he can not vote rather than vote against?
He said the bill in its current form, which means rescission can happen with the bill and pass with a simple majority.
Well golly gee, that's what they all say. It also means he could genuinely not want to vote for the bill at all in the end.
You're reading far too much into "current form", and not enough into the "no" vote.

His excuse for it is lame. I'm curious what's really going on. Ron had no problem. Helping is get 35 trillion in debt so this is some kind of gamesmanship.
