FDR didn't have to seize much, if he seized any companies at all. We had people and companies clamoring over the top of each other to get in on the massive wealth propagation that was WW2. It was the first real lesson in the modern industrialized world that war sells. Those that didn't get in on the action were soon either bought up or left out of the wealth creation.

Yes. Though it was way less necessary in WW2. Mostly threats of using it sufficed for the companies that were hesitant.
WW1 generated a lot of money. So a crap load of people and companies fell over themselves to get in on that for WW2.
They did in the UK. Most aircraft factories, shipyards and other strategic industries cane under gumint control on a hostilities only basis

It was the War Powers Act used in WW2, not this act which came into existence in 1950.
