⭕️ Update about current Situation in Tehran — from a fellow Iranian inside the city:
•The city has emptied out. Many have left Tehran, and those who couldn’t leave are staying inside their homes. •In most areas I passed through, there are Special Unit forces and checkpoints. If they catch you filming, you’ll be arrested immediately. •Internet, mobile networks, and even landlines have been completely cut off. •Banks are refusing to give out cash. •Petrol stations are only allowing 15 litres per car per day. •Access to food is severely disrupted due to the lack of banking and payment services.
Unfortunately, that’s all I could receive — the internet was cut off again.

If this is at all enforceable, it is only because cars are rare or the city is mostly abandoned(which in fairness, is stated to be the case).
The lines would otherwise be ridiculously long and there is no way the gas station workers or guards would bother checking them against a list, much less a list from another gas station. Keep in mind at that low of a ration most people will be going every day unless their tank is already full.
But the long lines themselves would likely make people not go more than once per day, especially if you get hassled by guards the whole time. And I could definitely see the rule being stated even if unenforced against people and cars who don't stand out.
