The president has the authority to use the military.
Using the military is not inherently “war”. “Military Action” is a separate thing, is it not?
If the president needs permission from congress before deploying the military in any capacity, he’s not really the commander in chief. Same issue as with the judges stopping him at every turn.
The proper question long term, if I’m right here, might be, “Ok, then. If the way these things have been taught to us are false, what ARE the checks on presidential authority?”
It seems there is some grey zone. As you say, certain military actions have been taken in the near past, such as the demolition of the Houthis (an Iranian proxy). Not that I am thrilled by the declaration of the War on Terror, but if it was good enough to invade Afghanistan, it is certainly good enough to end the Iranian nuclear program. Did we ever declare victory and an end to the War on Terror? Is the laundry ticket still open?
Obama delighted in killing American expats with drone weapons absent due process, a reprehensible practice, even if the targets were bad guys. No complaints over that.
It is possible that the outcome may be "I didn't enter a war. I ended a war." I think it is really interesting that Pakistan is nominating Trump for a Nobel Peace Prize for his mediation of peace between them and India. Who does that?

My guess?
Putting people who don’t suck into the presidency and ensuring that we don’t allow communists who aren’t Americans to even be an option. There is likely a reason so many of our first presidents were former military/generals.
But he’s smarter than me (Edit: us.). You might as well ask a 2nd grader his opinion.
Also I think there’s a legal limitation of like one month of engagement before any declaration needs to be made, and Congress, theoretically, can always pull funding. Maybe that’s enough?
We probably have military people here who are able to provide much better guesses than I can.
