No problem saying no, because each oblast can ultimately say yeay or nay, and if the oblast votes unlike the way you voted, maybe there will be a provision for being allowed to move to another oblast (after security checks - one does not want a spook transfer over the 'line'.
And yes, be prepared for some humanitarian refugee crisis when people are finally allowed to vote with their feet. I think this coming wave of refugees is one of the big concerns the Brits are thinking about - they claim that Western Ukraine is 'perfectly safe', already.
The theory is: that the dividing line will be the Dniepr. Just as it always was. And Odessa will want to be Russian. Just my opinion. The clue is that the bridges have been left up. They see it as a natural barrier, of course it is. One an easily set up check-points in the Iron curtain (Golden curtain?) on those bridges.

I heard yesterday - Daily Mail and Alex Christofroru - where a gaggle of UK and 100 AUSTRALIAN military technicians will arrive in a week or so to accompany some jet fighters into Western Ukraine. Australian Payment for NATO membership. Australians haven’t seen body bags arrive back into Australia since the Vietnam war in great numbers. The madness has to stop but while politicians are gorging on the taxpayers hard earned money, the grift will continue. These are not mercenaries but highly qualified soldiers being thrown into the meat grinder. For what? To protect the most corrupt nation on earth.
To answer why we still have bases in the ME, isn't it so we don't relinquish the territory to China? If we're not there, won't they just move in? I'm sure China would love access to all that oil. Plus the straits facilitate a great portion of global trade. I wouldn't trust China or Iran to keep those waterways safe. They would probably use them for extortion.
They already have done so. They built a huge harbour for tankers and container ships at Duqm in Oman, the road and pipeline links built to the UAE will bypass the straits.
