The pretext, you mean. He knew the campers would be nearly all white.
Not even just that. It seems to be an endemic issue in multiple levels of Government. Congressmen for instance now whining about the Budget, National Debt, and raising the debt ceiling. When before they raised it endlessly for years.
Yet it’s only when they find out some of it may go to start helping actual Americans. They suddenly become Fiscal Hawks. And they always have some reason why they voted to raise it. But the fact remains they did. And it’s only when Americans might stand to benefit that they become rigid and uncompromising in their stance on it.
