I guess like mini-jail/rehab; for drug-alcohol abuse, fighting-violent behaviors. Was to strighten them out and 'reform them" into good citizens.
Around here it was the threat of going to "Pikevile"...town in KY.
It seemed to either work or make a kid meaner, just as jails do today.
But by getting them out of the school or the neighborhood was a real relief to normal people/students/citizens.
Many should have gone to psych hospitals.

Young kids from high school ages were put in a camp to dig holes in Texas. The camp was for truancy kids but the camp was actually ran by some people looking for gold. Is that the kind of reform school you are talking about?
Some were reputable and some were covers for abuse of various types and some were money grubbing outfits. Just like every other "helpful" entity today.

I know in my family, if we did anything like that, we will get a big spanking and then we have to return the items, apologize and work extra to pay back if the items broken.
Thought experiment: Consider what these fine citizens will do to survive if TSHTF, hyperinflation hit, or transportation failed, EMP strike, or any number of major disasters hit... store shelve empty, entire states cut off from supplies. On any given day, there is about 2 days worth of food in any grocery store.
Given these conditions, and given the statements (however incoherent they are) in the video above, what will such people be capable of?
Im telling ya... in a SHTF scenario... i hate to say this but they'll be the given zero opportunity to get close. I dont care what they look like, and I love all humans.
Let's start with how many don't have any idea who their dad is, and their mom either doesn't know or he is in jail. OR - they each have a different missing father. Then look at the constant wave of filth they are bombarded with and the people they consider their "heroes".
Until a majority of black men man up, be present, and take care of their kids this will continue. I have black friends that have been married for years, have good, smart kids, and don't want anything to do with this culture. Their kids will likely emulate that as they grow up, get married, and have their own families.
The only way to get rid of the thug culture and stop this crap is for men to rise up and stop it. It's not just blacks - there are plenty of whites and hispanics that buy into this too, but the black men need to start this process and get others to join.
This country incentivized this behavior when we closed mental institutions and hard-labor punishments. There is NO incentive to do the right thing when parents fail to educate their children on civility. Some kids have to learn fire is hot by touching it. There is no learning the hard way anymore and it shows.
Their “ mama” is prob getting thousands $$$ each mo for those most likely fatherless kids with welfare taxpayer (our) money. I’m glad there was subtitle text bc it sounded like a foreign language.

If parents are punished for kids crimes, they will learn quickly.
