Unfortunately, yes. Republicans regularly poll around 40% of the electorate (after whatever cheating is counted) but receive about 10% of the seats. It's pretty bad.
Edit: decided to look it up instead of spitball. Current party breakdown is 60-19 in the assembly, 30-10 in the Senate.

Yes. Dems have a super majority in California. I'm not sure R's can even get legislation on the floor.
