This claim is so misleading it's in not even funny.
Don't forget in the U.S. violent crime is very concentrated.
54% of US counties had zero murders, 2% of counties have 51% of the murders
But even within those counties the murders are very heavily concentrated in small areas. See the charts in the link below:
