How about organizing State Militias? Or deputizing trained citizens as Deputy Federal Marshals?
That would generate an instant community based response to looting, riots or trouble, and the private citizens can coordinate and support with the National Guard when they arrive at the scene.
Where I live, we have a full militia. They are armed with tanks and all kinds of equipment. It is not called a militia; it is now the Georgia State Defense Force (GSDF). The GSDF is an all-volunteer, state-funded military body that serves Georgia when the National Guard is deployed. Then there are private militias, also. They train almost every weekend.

I have no doubt that this is in preparation for the riots the deep state has planned for when Obama and his gang are indicted.
I also think much of the riot leadership is positioned to be cuffed and stuffed within minutes of the orders landing.
And in the next month or two Soros will be gone.
