This will likely go the way of that rail system they still haven't built. So... billions of dollars later, they will need more taxpayer money to help the poors.
No, these are going up really fast. It's a pump-and-dump operation. Local politicians will buy land on the cheap after zoning it this way, max out the cash flow based on the lower price, change the laws again to sell out the residents for re-zoned premium condominiums.
