Slit his throat, make any family he has watch. Make them clean up the mess. Then remove any and all welfare they no doubt receive.

it essentially means failure to execute timely justice results in men encouraged to do great evil. no justice + no consequence for evil = more evil. This is what the liberalization of society means. it is one of the phases for establishing communism, the tearing down of traditions and replacing with criminal anarchy.
