I think the "groundbreaking" POTUS is referring to is Charlie Kirk's funeral. Therefore, tying it to Q Post # 206 is justified.
I'm not the OP but a ribbon cutting ceremony could be a metaphor for 'Go' similarly to a "green light." So, I'm guessing that is the idea here. The timestamp is likely what lead the OP to the q post, perhaps rightfully so.

I agree. The timestamp "Decodes" are retarded at this point.
Cutting a ribbon is akin to saying open for business. The business now has the green like to go make money.
