Charlie was wearing a necklace. There is no evidence he was wearing bullet proof vest and why would he have needed to wear one? Previous to this he was never considered a likely target for an assassination.

This killing surprised everyone but the people that planned it.

Instead of trying to put a bullet proof vest on him let's first answer why there was a guy to his right that looked like he was firing a gun straight at Charlie the second the gunshot we are told came from Tyler Robinson rang out.
