It is highly curious that the SS has not immediately pointed a finger at Russia, North Korea, Iran, when it would be easy to do so (even if false).
This reminds me of Russian grammar. There are 3 ways to say 'someone': кто-нибудь, кто-то and кое-кто. Кое-кто can mean 'someone' that you don't want to name or are not able to do so due to for some unspoken reasons.

The potential for what could be done with something like this is insane.
They could absolutely flood false reports or take down something like the 911 system.
Take down cell towers.
Social media manipulation.
Target private or government numbers.
