Public, disguised comms at this point are likely only going to serve one of three purposes:
-Telling the bad guys something.
-Telling white hats / operators something.
-Telling the public something that can't be openly said.
The first seems extremely unlikely here given the circumstances.
As does the second. The second reason is going to be extremely rare these days given that DJT is firmly back in the oval office with at least some trusted assets in the military and IC.
So if this is #3, this is an extremely convoluted and tenuous decode. And if that is genuinely the case, to what end? If there's anything surrounding these ops that the President/Q Team may want to share but are limited, it would be the true reach and origins of the cartels. But that doesn't really come across here.
