Because there aren't enough of them to actually field teams. We're talking like a fraction of 1% of the population.
Here's the thing though: There is no such thing as a "men's team". Title IX basically forces the creation (and funding) of teams for women in the name of equality and to give women a safe(r) environment to compete in, but there is absolutely nothing that says a woman isn't allowed to compete with the guys. If you look, you'll find more than a few female players on college football teams (usually smaller Div III type schools and usually as a kicker).
If a trans-athlete really feels the calling to compete in a sport, they should be fighting to get on the "guys' team" where they'll be on an even field and challenging other athletes on their level. But in most cases, it seems to be they are intentionally going for the women's teams in order to have a physical advantage.

but expecting these men to pretend to be men and be on the mens team is too much to ask?
So if trans people see no problem with a trans identified male (TIM) pretending to be a woman so they can be on the womens team, then why do they have a problem with a TIM pretending to be a woman, but on the mens team?
