They are recommending that everyone -- American or not -- contact the US coast guard to report their boat details, where they are going from/to, why, etc so that they don't get mistaken for a drug boat if in questionable waters.
A lot of recreational boaters have changed their plans to stay far far away from the areas in question. Some, however, were already in the area (ie Cartagena, Colombia is a very popular place to keep a boat during hurricane season) and they are TERRIFIED about being misidentified.
I asked Grok how this is done and it is very detailed. Sorry, I didn't take time to copy it here. However, it is multi-layered. From ongoing surveillance, to whether it is intercepted, which included boarding the boat. They have studied the routes used, know which types of boats are generally used and how they differ from pleasure boats. Then it goes into using heat detection tools and such. I feel better now knowing they aren't just picking a boat to blow up.
I'm curious as to how they know drugs are on these boats? Don't get me wrong, I'm glad they are doing what's needed.
