If you check the Washington DC weather... good luck Democrats in organizing a protest to "surround the capitol and not leave until your demands are met". Nature gets a vote. It would take a huge effort to get even a few thousand people to camp in Washington DC during cold weather, especially at night. It's not a good idea to plan massive protests for Washington DC in November and December. :>)
That ain't cold, but what do I know? I live up less than 40 miles to the border of Quebec. Forties are perfect weather, no bugs, its clean up the garden and plant and transplant weather. Ground is not froze. Standing around in a mob for hours is just for people who don't have a life of their own, sad.
