The city was built ages ago, and instead of proper maintenance, things have been duck tapes and had band aids applied.
New York state as a whole has crumbling infrastructure. Then you look at somewhere like Florida, with much higher quality infrastructure, but that's because Florida infrastructure is much newer.
Leaves are falling (I hear the leaf blowers a lot). They clog the sewers and when it rains it's like a plug in the drain. ~2" of rain shouldn't be that bad. I had flooding in one area of the highway where it always floods in a low-lying area.
There are parts of NYC that were sold as water lots because the land lots were expensive and hard to buy. So people bought water lots and filled them in with whatever they could find. So there are areas that are actually below sea level that have been filled in.

Beleive it or not, I'm in upstate, we've had a warm October so there are quite some green streets around here.
