For those that didn't bother to read the NOTAM, it's for an altitude of and including 2500 ft up to 5000 ft. This is letting civilian pilots and air crews know that there will be aerial refueling ops over and around Puerto Rico from today to March 2026.

These notices are quite common when you have a Carrier Battle Group operating in an area.
