Sorry to have to tell you this, but in PA, we are discouraged from asking anyone to verify anything. If you do, well, we're told we are wasting our time and causing a burden to the "customer".
In AZ the state no longer takes Client Statement for verification because if
the error rate is over 6% the state cannot afford to fund the 10%+ required in the HR1 bill.
But are you telling me that Pennsylvania will just take your client statement for income they're not requiring any verification?
Edit: I reviewed PA policy handbook myself and it does appear that either documented verification must be provided or a collateral contact.

If they say they are not citizens, then yes, we have to request a copy of their green card, but you have no idea how many like to say they are a citizen and hope no one notices that they are not. There are many case workers that just ignore that little bit of information.
We do have electronic databases that we can access, but if their info is not listed on them we never know about it. Not to mention that a few claim that is isn't them, it's a family member who stole their information.
I have received numerous cases where the individual has been receiving food stamps and Medicaid for over 20 years and the only thing in the case file is their original application and the subsequent annual renewal. NOTHING has ever been verified, not even their identification.
Everything is allegedly automated and "verified" so much so that I just received a case that has been receiving Medicaid since 2019. They have never even completed a renewal application. The system "automatically" renews them!
And do you want to know the thing that really, really burns my ass? The only people that we have to ask for their resources (Bank accounts, 401 K's, etc) and they are supposed to provide is the elderly because of the type of Medicaid they get. That means that you can have over a quarter million in the bank, like my one case, and STILL CAN GET FOOD STAMPS!
The other great way they get away with scamming the system is that they just write down their name, address, phone number on the application and sign it. This way, they can't say that they put down false information because they never provided any information at all! And when you ask them, they say they didn't understand the question.
AZ has always needed to verify Citizenship and income, self employment income is a joke cause the client just has to have their monthly gross income written down for a 12 month period. Could be on a napkin, who is to say thats not how the do their business records?
But now, AZ is required to verify everything with hard copy. Collateral contacts if the hard copy info needs clarification or the client has tried but "cant get it."
Identifiable apps are a required to be accepted per the CFRs. Name, Address, Signature, nothing more, but when the interview they will get a notice telling them they meed to answer the questions in the app or the interviewer will ask them the questions when they do the interview.
I have seen quite a bit of cases lately coming back from QC where QC found the client had moved out of state and did not report it. The system is supposed to flag the case if the EBT card is used out of state, not sure why that isnt triggering sooner.

Also, my women "clients" like to claim they are self-employed. They "claim" they do hair. or nails or babysitting or housecleaning, but when I ask for proof, they claim that they have been sick so they haven't been able to work for the past month or two. So I ask for their last year's tax return. "If" and that is a big if, I get it, it's always for $20,000 or less AND they either are breaking even or are taking a loss, mostly taking a loss. That tax return enables them to file for the child tax credits, so by filing their false tax return, they get even more free money from the government.
We get the out-of-state EBT report, but that comes AFTER they have used it exclusively out of state for over 6 months. Since the majority of them have family and friends in NY and NJ they just bounce back and forth and if we tell them to report in person they just drive back overnight.
We still don't have to verify anything.....yet. I pray we do.
But it sounds like you as well have some first hand knowledge of how the SNAP program works so question, could PA process all applications if everyone was required to reapply at once??
We would be overwhelmed and all the non-citizens or "new" citizens would be calling every day, multiple times a day, complaining that they haven't gotten their "coupones" yet!
How often do your Noncitizens threaten to commit suicide if their benefits are not approved immediately? Middle Eastern/Somalian individuals think that the dumb Americans will jump when they hear that threat. Instead, the police are called for their wellness.
