Nashville suburb - residential utility bill is usually around $23 a month for water and trash collection we’re not on sewer, we’ve a septic system.
I have a well and take my own trash to the dump. About $15 dollars a month and I complain about that.
Soon as I figure out a cheap solar panel setup I’m gonna dump the electric company too.
Zero on all. However, I do not live in a city. Or a town for that matter.
Basic water about the same, no tier. My sewage plant runs about 30 for electricity. Your refuse is 3x higher, I bring my own recycling. No other services like that stuff your getting hit for.

Small town in eastern Washington mine is about $90/month, slightly lower in the winter because I use less water. But apparently rates will be going up again next year. I don’t water every day during the summer either, if I did it would probably be $10-15 more. Plus our recycle trash gets picked up every other week.
It should be cost + mandated (conscientiously low) profit margin, that is set via Federal policy. Some cities or municipalities will have higher costs, but if they can document it, and pass an audit, then all good. It provides transpaerncy and choices, for the consumer. The old idea of 'stakeholder capitalism', or PPPs is that someone 'invests' and then gets a return on the investment tends to lead to price-gouging.
