They appear to be trying to build an "EU Security Force (EUSF)" or at least a full-up intelligence operation (EU-CIA) cloned from MI-6 to replace NATO intel ops, to start; so I'm betting they choose to just implode NATO and then try to integrate the individual pieces back into EUSF. If they cannot get the UK back into EU, they will just move all "London operations", including the core of MI-6 to Frankfurt, Germany, current home of EU-Central Bank.
