That is more or less almost exclusively what mainstream and to a lesser extent fringe cultures are. A few exceptions and broader touchstones with deep roots aside.
Societal Elites set the broadly acceptable standard for cultural and societal behavior. Which trickles down into the middle class and subsequently the lower classes. As Human society despite the modern philosophical rhetoric and trappings of equality, liberty, Democracy and other flourishes. Is quite fundamentally hierarchical. The Elite and the various institutions they’ve more or less laid claim to. Do the bulk of the work in setting and creating culture.
Part of why things that begin as retarded luxury beliefs of the Elite rapidly find fertile ground among the people and groups in the lower classes who should fundamentally know better or be able to see through the ridiculousness of whatever it is with ease.
And if the middle and lower class do not like or accept those things, they will make laws to force you to like them.

Judging from the state of our culture, the elites need to be wiped out.
Societal/Culture Elite do get rotated on occasion.
In modern day this is largely reflective of the rise and fall of a Family’s Wealth. Those who find themselves with piles of money generally can buy themselves into the status of ‘Elite’. Those who don’t fairly rapidly lose their status. Unless they have another claim to fame.
In the past the rotations often occurred with warfare, revolution, and the fickle attentions of monarchy.
The issue we are running into. Is the new prospective Elite barring a couple outliers are either largely indoctrinated into the current status quo. Or more Business oriented in that they have zero interest in setting culture or doing anything beneficial for anyone other than their profit margins.
