And why does the existence of a safety inspection, which doesn’t even have the grounds or scope to investigate fraud, have ANY relevance to the proof of existence of fraud or lack thereof?
That would be like saying “the food inspectors found a violation in how garbage was taken out, therefore the owner must not be lying on his taxes”. That’s not even the purview of the inspection.
