Your stats are for city of Boston where only <700,000 people. Probably 3,000,000 people live in a 20 mile radius of the city. And presumably most children under 5 live outside of the downtown area. So probably should multiply your per facility number by a minimum of 5x.

There are just over 30K children under the age of five in Boston. https://www.neilsberg.com/insights/boston-ma-population-by-age/
If all of them were in daycare, there would be 7 kids per facility.

Again assuming if ALL children that age went to daycare.
Unacceptable? That’s a nice way to put it.
