He will want the big blue cities fixed by then as well, but will need the Insurrection Act (or the Erection Act if you are Chuck Schumer) to be recognized and active to do so. Chicago/Portland/LA/Houston/Seattle/every other big blue city will all likely require troops once the first one happens. There is a ton to do and it will require a ton of people.
