Does he have the power to do this? If so, under what legal Theory? I would think credit card companies would have to agree with this since the agreements are legal contracts between the company and cardholders.

Whether he can make the case for having the power depends on how he wants to argue it. He could make an argument about a National Security risk for instance. People in mountains of debt may prove more susceptible to bribery
