I know what the law is and why it is, but there's a point where social norms diverge from the letter of the law. Social norms say the kind of behavior we're watching is hostile and threatening. You don't give orders to police. I realize the letter of the law says you can't arrest those people or use force against them unless they directly interfere, but I would have absolutely love to see some paintballs fly at some of the creeps. I despise the fact that law enforcement has to tolerate verbal abuse like this because of some 1967 SCOTUS ruling that says people can be vulgar and obscene as much as they want in their speech.
