This isn't permanent.
They are regrouping and seeing what their next attack vector will be, so it can't be stopped next attempt.

The government has done this before, with the farmers, the pensioners and now digital ID. They are seeing what they can get away with without too much public uproar, the more the public rebels the less likelyhood a bill with be made a law.
They rolled it out to anyone who wants to start their own business, and various other things, and they included this which was OBVIOUSLY not going to be carried through. Three steps forward one back technique. Peel off a few people who grow tired or convinced it was a panic over nothing etc. . psy war tactics as usual. They always do this, it's become standard practise.
