It’s not completely impossible they’d refuse orders. Especially now as tensions are ratcheting up and political battle lines are being drawn.
A random Federal Judge could also choose to intervene with some 11th hour declaration. Which given the past track record isn’t an unlikely outcome.

If they refuse to take orders from POTUS Perhaps that will be the match that strikes the insurrection act ! We can hope ,
