There’s the possibility they did a ‘Suspect number one through fourteen’ type of deal and just left the names off the paperwork.
Even then though you’d think that’d trigger alarm bells that something suspicious is going on

They showed during the hearing part of the application and it had a spot to list the person's place of employment and they listed their congressional office addresses, I feel like that shouldve been a red flag for sure.
