This simply means they've had them for a long time and they are already scaled. They never release cutting edge technical or tactical information. Only a fool would let their enemies know their current capabilities.
What is scaling?
I think in this context it means they’re building them en mass but as the other user said, that means they’ve been built years ago
Think of model cars and airplanes. Smaller scale than the original. More mobile...original cpu's were larger and have scaled down in size to be practical and functional for everyday use.
