This is what FBI (and similar investigation organs) do: they make dossiers. They make a folder, and shove everything that relates to the topic in it, regardless of who, what, when, where.

This is what Grand Jury material is like. A lot of damage can be done to someone by implication which may or may not be true, but now it's out there and the info then takes on a life of its own. The accused if forced to address it all, if they have any hope of clearing their name, but when you're "dead" that is IF your even dead at all another twist that has emerged again - try doing that from the grave.
