I wouldn't call them racist, just rational. Tourism is extremely welcomed, immigrants were always welcomed, they had the JAXA program for ages and most of the "racism" from that was just legitimate "holy shit a foreigner" cause they don't see them in more rural areas.
So they're not racist. Just the second the people aren't either A) leaving relatively soon, or B) fully integrating, they want them to fucking leave.
I can vouch for this. I've had experience with Japan since visiting here as a college student in 1998. I've only experienced racism once, and it was forgivable because it was a Navy town called Sasebo. There I saw Navy servicemen act like retarded chimps. For me, it was guilt by association and I can understand how that old man must have felt about foreigners thanks to those imbeciles. That was in 2002.
