I sure hope you are wrong. If they are indicted it should be because they are guilty, not because of optics. But maybe that is what you actually meant.
I think the entire point is to invite in capable but, ultimately, guilty people into his cabinet, who will later be arrested based on sealed indictment.
That would be great optics, while serving justice at the same time. Remember optics are very important, unfortunately.
