Nah, you need to change the governmental systems around waste disposal. Here in virginia, human biological waste (fecal) is taken to an incinerator and burnt. Then the ashes are taken to a landfill.
Fertilizer inputs are increasingly more expensive, and foreign. Agriculture is everything. Why pay money(to public entities notorious for wasting money) to dispose of something that could otherwise benefit. Paying money to create ash seems wasteful.
When I heard about this other day I was wondering how it could happen to begin with, so this makes perfect sense.
