I think it must be some type of intentional comms. A problem like this would've been obvious long before arrival, and it's solvable despite the writeup.
Its solvable, but the carrier has to go into a dry dock and be extensively worked on to solve it. It might be cheaper to scrap it but if thats the case the USN will be an international laughing stock. Pork Barrel construction methods.
If water = information, then sewage = dirt, as in having the dirt on someone.

Now IF TRUE Whoever designed and anpproved, authorized and allocated the funds for construction should be brought before Congress and answer up why the “black water” system design is flawed. Black water (sewage) is a one of the many operational critical systems and is the biggest item that is absolutely critical for the health and morale of the crew to maintain combat readiness.
