Whoever designed and anpproved, authorized and allocated the funds for construction should be brought before Congress and answer up why the “black water” system design is flawed. Black water (sewage) is a one of the many operational critical systems and is the biggest item that is absolutely critical for the health and morale of the crew to maintain combat readiness.
