I recall something about those ballots that has a marking on them? I do not recall the exact situation with them. But supposedly it was only a marking that could be seen with special equipment. I could be way off base about this.
I believe most official / legal documents have a variety of security features, including watermarks. Watermarks are usually visible when you hold a document up to light, but there are SO many dfferent security tools.
Like how USDollars have those little red & blue silk threads in them, the strip, writing around the portrait; all sorts of wild stuff.

I think it was Jovan Pulitzer that was saying that, never saw any proof that it was true. I have since stopped paying attention to him.
