They are surveillance drones. They include a sensitive thermal camera and a high-res camera with telephoto lens for long range tracking of targets.
I'm thinking more for spying than false flags unless they are to be used to provide targeting coordinates. It's also possible they were simply stolen to sell or even for personal use.
I'm thinking "if" it's not about Israel/Iran then it's the Cartels. But as you said, could of been some dumb asses for personal use.

These are surveillance type drones that have some good cameras. I'm guessing they were stolen by some retard for personal use. They're small and probably easily stolen and I would venture to guess this is not the first time this has happened.
I'd check the pawn shops around town.

Can someone explain to me how you steal 4 drones from an army base unless you know a traitor inside the base? How big were the drones? Did they fly them out? Did they haul them out on a truck that wasn't searched at the gate? So many questions and not many answers.

How?! 4 of them? I would think they'd be able to track them but apparently not.
How the hell does something like this happen on a base when we are in a heightened sense of war and domestic terrorism. Sounds fishy as fuch to me.
